As if you are device receives multiple notifications from the same application in a short time then the feature will be activated automatically and lower the volume and vibration intensity.
This will offer relief from the distraction of endless notification sounds. If every notification of that particular application is important then Google allows the option to apply Notification Cooldown exclusively to conversations.
It is worth mentioning that the feature is not permanent as after a certain time gap the notification will go back to full volume.
